DISTRICT TWELVE

District Twelve was never fully rebuilt after the events proceeding the Second Rebellion. Instead, a gigantic indoor prison was constructed where all rebels and convicted criminals are sent to serve lifetime sentences. Conditions are the harshest out of anywhere in Panem and  Peacekeepers lurk  in every corner.  They have created their own makeshift economy with fake money. Every year, prisoners can volunteer themselves to be sent to District Two so that they can be ritualistically slaughtered by Cadets, something seen as the only way out for adults. However, there are never enough volunteers so people are selected at random, though some return to Twelve since the Cadets they were assigned to failed to execute them. Convicted adolescents as well as Children born in prison are eligible for Reapings. The latter are released to a District of their choosing on their nineteenth birthday provided they were well behaved.
