DISTRICT ELEVEN

Like the other rebellious Districts, Eleven's conditions severely worsened after the second rebellion. Whole there used to be a clear class divide, people now share similar degrees of destitution as the District is fully controlled by Capitol representatives. If people want to receive any form of education, it must come from their parents and is quite rudimentary. Anybody relatively able-bodied is expected to work on farms while those physically ill are left to rot. If you're lucky, you can get a job transporting produce from the farms to the town of Rhizome, work that is slightly less labor intensive. Any crime is usually stopped by Peacekeepers, perpetrators sent to Twelve without hesitation. Workers aren't paid, instead given ample rations and homes to live in.  Most families in Eleven have many children which means more laborers as well as larger houses. Eleven's citizens are quite loyal to one another, as they're all eachother have.
