DISTRICT THIRTEEN

Because Thirteen assumed Twelve's industry and part of Five's, citizens are expected to be hard workers. The District is comprised of petty criminals from the rebellion who were offered the opportunity to move there instead of being sent to Twelve. These people are grateful to be given a second chance at life even if it means performing grueling labor for hours on end. In the past few years, Peacekeeper presence has loosened  a bit, but the District is still considered a dictatorship. Citizens live in an underground city known as the Hub and either sent above ground to work at power plants or taken on month long trips to what remains of Twelve's mines. Children are given an education by Capitol-hired teachers until the age of sixteen and are then expected to be put to work. The most intelligent students, however, are occasionally granted permission to attend university in District Three once they reach adulthood.
