Most people in Ten either live on large ranches set far apart or the slightly run-down city of Foxworth. Generally speaking, ranch owners are wealthier, hence why they can afford land, and many of them look down on the people in the city, only traveling there when they wish to sell their produce. There are parts of Foxworth that lean on the safer side, but it has many pockets of illicit activity, so children seldom go out alone at night. Violence is common despite the Peacekeepers attempts to keep people under check. Those not cut out for Foxworth are hired by ranch owners and reside in smaller towns. These towns are safer than Foxworth for the most part, but there is occasional crime that has resulted in a strong Peacekeeper presence. People in the towns are far more loyal to one another than those in Foxworth, where they send people to gather every year to make wide-spread decisions that then must be approved by the Capitol.
