DISTRICT NINE

District Nine has always been the black sheep of Panem with very little known to outsiders. Despite large chunks of it being destroyed in the rebellion, that much has certainly  stayed the same. These days, there are four small self-governed settlements, Sabra, Bushmill, Figenza, and Mamont, spread out around the District, as well as a medium sized town called Belgrove that has always been suspiciously empty. Not much is known about the four settlements, but there are rumors of cult-like behavior and general oddities, as these settlements are tight-knit, many of them together since immediately after the rebellion. Because of Nine's massive size, it is hard to enforce any strict government so long as the children aged 12-18 all attend the reaping every year, which they do. There's no real wealth gap, mainly because money is obsolete thanks to the lack of inter-settlement mingling.
