DISTRICT SIX

Even after the war, District Six is still Panem's largest by far. For the most part, Six is compacted into the massive city of Kettering, though the rich live in suburbs, untrusting of the common-folk. The massive automobile and locomotive factories that form Kettering's perimeter make for the poorest air quality in the country. Kids in Six are taught to work in these factories as soon as they can walk, education sparse for even the rich. Homelessness is prevalent and thousands die every winter from frostbite or other diseases. While Kettering's streets are home to plenty of gangs, nuanced crime rings and mafia families are more common. It's relatively easy to hire a mercenary and hard drug usage has become the norm.. Six is governed by harsh Capitol-sponsored officers making change incredibly difficult. Still, people  in Six have grown numb to their unsavory circumstances, attacking one another instead of their common enemy.
