DISTRICT FIVE

With Thirteen producing the majority of Panem's energy, District Five picked up Three's former industry of technology and is now home to computer sciences and engineers galore. While District Three is dedicated to fostering a generation of geniuses, Five is where those geniuses go to actively change the world. Unlike Three however, it is hard to move up the social ladder in Five. Though the city of Apastron's wealthier neighborhoods resemble a futuristic dreamland, there is more to Five than advanced robots and supercomputers. In the poorer areas, streets are ridden with substance abuse and fraud, District officials turning a blind eye to it all. There's a fair bit of gang violence and unsavory operation and for the most part, Five's lowlifers only interact with one another. Because the government only cares about the lives of their wealthiest citizens, crimes that don't affect them are swept under the rug.
