A lot has stayed the same in District Four since the Second Rebellion. Though the large oceanside city of Havenside houses 40% of Four residents, there are several smaller towns scattered across the Districts as well as a strong population of people who live off the land. The only significant post-Rebellion change is that Havenside has become a top tourism destination for the country's wealthiest, which has bolstered Four's economy. People outside of the cities are for the most part, self-reliant, often working for their family businesses or being too remote to worry about money. Many Havenside dwellers are incredibly wealthy and pretentious, but that's not necessarily the norm. Despite Four's dark history,  today it is regarded as a place that is incredibly welcoming and laid-back. Most places in the District are safe enough that kids can walk around unsupervised and there is a strong sense of community at every turn.

District Four has had two periods of Career training. In 27 ADD, victor Crista Cray founded the Lotus Academy after experiencing a particularly grueling Games. Because the Academy was a front for a cult, it was destroyed in 52 ADD. After the war, Calsin Verrillo, Victor of the 52nd Games, was  able to achieve his life long goal of reforming Four’s Academy.  Though it was a difficult decision for him to make at first, his two nephews were eager to be a Victor just like him. In an attempt to get them to like him, Calsin began the construction of the Conservatory of Ruthlessness, Ambition, and Performance, a mellow, more casual approach to Career training that quickly popularized.  Students known as Ensigns attend the CRAP  as an after school program in addition to attending a normal school until they turn sixteen. Most activities involve physical strength with limited focus on the more intellectual aspects of the Games.

Parents of District Four can enroll their children at the CRAP from as young as nine years old, though new applicants are accepted up until the age of fourteen. There is no written test or application process, just a hefty entrance fee that only few can afford. Those who attend the CRAP learn valuable skills such as swimming and sailing from the moment that they arrive. Students select  their preferred weapon during their earlier years, and learn to master it over time, often using said weapon to catch fish. Lots of group bonding activities are common at the CRAP, though Ensigns don't attend full time until they are at least sixteen years old. Four is known to breed the happiest Careers, even if they are a bit foolhardy. Any Ensign can run to be a Designated Volunteer and the position is voted on by students and staff. There is little emphasis on the actual Games as the program is more about building skills that could help in the future.
