Since the Second Rebellion, District One has only grown in its riches. Even the poorest of the poor are still better off than the average citizen from most Outer Districts. Anything that could be considered "luxurious" whether it be children's toys, fine wine, or jewelry was likely produced in District One. As well as being in charge of the production of most luxurious goods in Panem, One serves as an epicenter for the arts. Film studios and art museums are abundant in all three major cities, and the theater scene is incredibly active. However, like any other wealthy place, District One has a history of corruption, especially as some Capitolites have moved there for a change in scenery. Many of One's bars and clubs are also fronts for intricate drug rings and the political sphere is ridden with lies and deceit. Still, District One is the ideal location for anybody who is eager to get ahead in life, no matter what it takes for them to get there.
Valhalla, located in the suburbs of Denarius was founded in 13 ADD by Sterling Piece, Victor of the 12th Hunger Games. It’s the second oldest Career Academy in Panem. It was created as a result of his romanization of the Games which spawned from PTSD he acquired during his time in the arena. Sterling believed that the Hunger Games, and combat, were a form of art, and one that the most luxurious District in Panem should embrace instead of fighting against. Valhalla offers a rigorous training program and has recently transitioned into a boarding school. Students, known as Chevaliers, typically start their training around the age of ten or eleven. The academy tends to focus on the more showy aspects of fighting, and as a result, chosen Volunteers are typically more flamboyant than other Careers. Additionally, most Chevaliers are gifted in some form of art, whether it be musical or visual.


Chevaliers from all over District One are admitted to Valhalla after passing a basic skills test that covers running, swimming, and basic plant identification. Young children often spend months preparing for it as only a small percentage of applicants are accepted. It’s not rare for the wealthier parents to bribe their children into the program. Scholarships are also rewarded to the best performing testers. The first four years at Valhalla are spent building up strength and endurance, as well as beginning to accumulate Chevaliers to a specialty ​weapon. In the second half they are able to fine-tune their skills with their specialty weapon and pick up a secondary weapon, while also learning to develop individualized fighting styles. Designated Volunteers are selected in a double-elimination, bracketed sparring tournament over the course of a few months with the championship just a week before the Reaping.
