Nearly twenty-five years after the Mockingjay Rebellion, Panem has returned to its cruel, authoritarian roots. Freedom and hope are foreign concepts as the Capitol cracks down harder and harder on lower Districts, including the remnants of  Thirteen uncovered in the war.

Of the twenty-three victors crowned since the rebellion, nineteen of them came from formal training programs – District Four's Academy rising from the dead and Three getting a new Academy. 

However, the powerhouse that is District Two has notably fallen off from their pre-rebellion success and has been overthrown by One as the Capitol's lapdogs and becoming poorer and poorer with every passing year. 

It is in this state that Raptor Voinov is selected to volunteer for the Ninety-Ninth Games. Though he is known for his unfriendly nature and belligerent temper, perhaps he's exactly what Two needs. That is of course, provided he doesn't become the sinister monster his classmates know him to be.
